Asset sales will lower crippling public debt

OPINION: Debate over the Governments plan for partial asset sales, and whether it has a mandate, having front-footed the issue at last years election, is ramping up. Over the past weeks some constituents have contacted me to discuss the Governments plan to introduce a mixed-ownership model for power companies and to extend the model further with Air New Zealand. The government had only now come forward to discuss the Special Purpose Vehicle in Parliament because it was obliged to do so, since the setting up of this SPV was decided by the government alone. Redland City Councils two mayoral candidates, incumbent mayor Melva Hobson and councillor Karen Williams, present their final statements. MELVA HOBSON THIS election has seen the art of political spin replaced by manipulation. All manner of promises have been made by candidates. The difference between Hobson (4.5 per cent) and Williams (3.1 per cent) on rates is about $17 per property a year averaged across the city. However, this equates to about $1.1 million less to the city that could be spent on footpaths. Delays to projects slow debt growth

Palmerston Norths council debt is growing slower than expected. But it has not happened because of proposed changes to local government signalled by the Government in a bid to rein in debt levels. Several capital projects have been delayed, and loans will probably still have to be raised, but next financial year. The council was just under $139 million in debt at the end of March, finance strategy manager Steve Paterson told the finance and performance committee yesterday. The annual plan for this financial year forecast the debt would be more than $165m by the end of June. With less than three months to go, that was unlikely to happen, said financial accountant Keith Allan. New capital spending for the year so far was $14.8m, compared with the $25.2m expected, and well below the full years revised budget of $49m.
